a possible solution for future Katrinas
What if FEMA issued one-time emergency use cards to people. These could have a limit of $100 (a tank of gas, some water and food for three days). They could be activated when a mandatory evacuation is issued. This would resolve the issue of people not being able to afford to leave. I'm sure that there is great potential for abuse but I believe that most people would use it responsibly-- We have to stop limiting our options based on those who will abuse the system. With the cost of the devastation being estimated from anywhere to 20 to 100 billion dollars, I think we could have spent a million or so on preventative measures.

Not anonymous, mark dutrow. I'm not smart enough or brave enough to give up the info or the password needed for you to know who I am.I like the idea of getting people out of areas prior to a storm hitting. It seems it would take quite a lot of time and effort to figure out and weed out the ones that could take advantage of such a program. I don't think you could carte blanche give away cards to everyone unless it's a small town. With 1.2 million people in Newlans that would have cost FEMA 120 million dollars to give each person $100. But if something like this is going to hit and there are people that can't afford to get out then why not make use of all available means to get them to safety. Maybe something like school buses or city buses or boats could have been used. They should be moved out of the way anyway, right?
